Hong Kong OLQE — assessment, examination heads and disciplined practice

Use the current OLQE package and individual eligibility decision, then practise conflict-free client-account reasoning with supplied rules.

3 study chapters · worked practice · 3 answered self-checks · reviewed 4 October 2026

Foundational study guides: route orientation, study method and original worked practice. These are not a complete examination syllabus, an eligibility decision, regulator-endorsed training or a newly activated paid LMS course. Verify your individual requirements and examination session with the responsible regulator before committing money or making an application.

Chapter 1

Use the eligibility certificate and current package

OLQE eligibility and any exemptions are assessed under the Law Society's requirements. Build the study plan around the examination heads you are actually required to take. A prior degree or preparation course does not itself establish an exemption.

The current information package and candidate instructions govern applications, supporting documents and examination arrangements. The 2026 FAQ describes updated online application and computer-based examination arrangements. Check the timetable rather than assuming that a named annual examination is still open for application.

The Law Society does not accredit or endorse OLQE preparation courses. Treat this resource as independent foundational learning. Suggested task: create a head-by-head tracker with required status, exemption evidence, assigned reading, practice record and official completion evidence. Never mark a head exempt solely because a similar subject appeared in a previous degree.

Chapter 2

Link doctrinal learning to file-handling skills

Start with each required head's official syllabus and reading list. For a procedure topic, draw a stage map with the initiating step, response, evidence, decision and possible next action. For a transaction topic, identify the parties, documents, approvals and completion conditions. Keep the source of each rule beside the map.

For professional-conduct and accounts practice, separate ownership of money from physical receipt and distinguish fees earned from funds held for a client or another purpose. The exact accounting obligations require current local sources; a generic mnemonic should not replace the operative rule.

Use a two-stage answer review. First check legal and factual accuracy. Then check whether the answer supplies the requested action in a usable order. A response can correctly identify a risk yet still be practically weak if it does not explain what to stop, preserve, verify and record. Practise those steps with fictional records rather than disclosing real client information.

Chapter 3

Original practice — an earmarked deposit and an unpaid bill

Assume this fictional accounts rule: money received for a specified transaction must remain allocated to that purpose unless the client gives a valid instruction permitted by the governing rule. An unpaid fee invoice alone does not authorise transfer. The holder must maintain a record of receipt, purpose and authorised movements.

A client sends 12,000 currency units expressly described as a purchase deposit. The same client has an unpaid legal bill for 2,000 units. An assistant proposes transferring 2,000 from the deposit to cover the bill because 'it is the same client's money'. There is no additional client instruction.

Write a handling note that identifies the purpose restriction and explains the difference between asking for payment and unilaterally reallocating funds. Set out the immediate steps and the missing authority. The packet is an original training example, not the Hong Kong Solicitors' Accounts Rules themselves.

Attempt first, then compare

Write your own response before revealing the explanation. Identify which facts activate the supplied rule and where further evidence is needed.

Reveal the worked model answer

Keep the deposit allocated to the purchase purpose and do not make the proposed transfer on the basis of the unpaid invoice alone. Record the receipt, its designated purpose, the bill and the absence of a separate permitted instruction. The fact that the client is the same does not remove the express purpose restriction in the packet.

Seek payment or a properly considered instruction through the appropriate process, checking the actual governing rule before moving money. Escalate the issue to the responsible supervisor and preserve a clear audit trail. Do not treat the existence of a debt as equivalent to authority to use a particular fund.

Check your understanding

1. Does a similar subject in a previous degree establish an OLQE exemption?

No. Rely on the actual eligibility or exemption decision under the Law Society's process.

2. Is this resource described as Law Society-endorsed training?

No. It is an independent foundational study guide.

3. Why cannot the assistant deduct the bill in the exercise?

The money is earmarked and the assumed rule does not treat an unpaid invoice as authority to reallocate it.

Your next assignment

Prepare a required-head tracker and a fictional client-money ledger with a purpose and authority column. Compare every practice conclusion with the current assigned local source before treating it as a real-world rule.

Review your work for five things: correct issue, accurate source or supplied rule, relevant facts, reasoned conclusion and a practical next step. Use fictional or anonymised facts, not confidential client documents.
